than后面省略了 they had (seemed)，when引导的时间状语从句。句意是指：

Their clothes seemed dirtier than (they had) when she had last seen them. 他们的衣服看上去比她上次见到时更脏。

He looks much better than [he looked / he did] when I last saw him. 他看上去比我上次见他时好多了。
