whatever为融合型关系限定词，即 whatever= any... that 限定词和any与关系代词that融为一体。所以whatever policy tools = any policy tools that. whatever已经含有关系代词在内，再加关系代词that就是错误了。

所以VOA这个句子要么删去关系代词that，要么把whatever改为any。
