for approximately 1188 kilometers of border wall funded to date 是 construction 的定语，因太长后移，结果被谓语（“系表” ）分隔。
不过，这里用 for 不恰当，改为 of，这样 construction 与of 后面的成分形成动宾关系。

所以，construction 和 approximately 1188 kilometers of border wall ，不是同位关系。一个是“建设”，一个是“边界墙”，应是动宾关系。

正常的语序和表达是：

construction of approximately 1188 kilometers of border wall funded to date （主语）is underway.（谓语）
