each用于否定句（not each）也构成部分否定吗

在网上多次看到 each 用于否定句也构成部分否定。如百度作业帮就认为：not every / every not; not each / each not; not all / all not; not both / both not 这些都是部分否定。但我记得老师曾经说过，every 用于否定句可以构成部分否定，但 each 不能这样用。
请问这个问题的真实情况到底是怎样的？not each 也是部分否定吗？谢谢!!
