关于强调句用is还是was的疑问

It's you and Tom that didn't come yesterday.这句话是不是错了，应该用was？

It is the money that he gave me.这句话有可能是强调句，也有可能是定语从句。

It was the money that he gave me.这句话只能是强调句。

It's you and Tom that didn't come yesterday.

这句话中的 It's ，可以改为 It was ，但是，用 It's 也是正确的（这里的 It's = It is ）, 因为 you and Tom 还活在世上。例如：It is he that cleaned the floor yesterday. 昨天清洗地板的是他。（摘自《薄冰英语惯用法词典》p.435）
