老师is后面的表语还可以用because of充当吗？because不是引导原因状语从句怎么还能做表语从句？

The reason is because...为逻辑错误。但确实有人这么用，说明说话不注意逻辑的人大有人在。本句应删去because of，直接用名词短语the inaction of the authorities concerned 作表语即可。
