——that 引导的名词性从句里，把不定式放在前面，强调目的。也可以把 to secure these rights 放在句末。
又如：
The police knew that to catch the killer they had to play him at his own game.
The police knew that they had to play him at his own game to catch the killer.
警方知道，他们必须将计就计才能逮住那个杀人凶手。
2.That whenever any form of government becomes destructive of these ends, 主句。
——that 引导的名词性从句，可以是复合句。whenever 是从句，主句在后面。
