倍数的as ...as 结构究竟怎么用呢？

名词放在as...as内,还是紧跟这倍数？而as..as内的many是什么意思啊?

There are three times (people) as many (people) as we expected.

There is three times (water) as much (water) as we expected.

There are three times as many people as we expected.

There is three times as much water as we expected.
