That is the cook from London. （地道的表达）

That is the cook who came from London. （啰嗦的中式英语）

That is the cook came from London. （非正式英语。came 不是过去分词，过去分词是 come，这是定语从句省略了主语。在 There is/Here is/It is/That is/This is 开头的句子中，有时可以省略作主语的关系代词）
