It was so negligent of the gardeners to have known such a heavy storm last night but even haven't come out to patrol the campus. It was so negligent of the gardeners to have known such a heavy storm last night but even didn't come out to patrol the campus.

应为:environmentalist(环保人员)

1. Knowing that it had snowed so heavily last night, the environmentalists were so negligent that they didn't even come out to inspect the campus.

2. It was very negligent of the environmentalists not to inspect the campus when they knew it had snowed so heavily last night.

1. 中文中的“竟然”应该在翻译时体现出来,我认为可以用普通的surprising之类或用虚拟语气;

It's surprising to learn that the comrades of the environmental department were so careless not to inspect the campus while it was snowing heavily last night.

The comrades from the environmental department were so careless! They should have come to inspect the campus last night when it was snowing heavily.
