作表语用不定式还是动名词

这是动词不定式做表语，保留 to 是常态，个别情况可以省略to。

【答】就本句而言，用不定式短语或者动名词短语作表语都可以：

My father’s work is make our city safe.(错误)

My father’s work is to make our city safe. (正确)

My father’s work is making our city safe. (正确)
