They are more likely to be better paid if they get more certificates than otherwise.
= They are more likely to be better paid if they get more certificates than they are likely to be paid if they don't get more certificates.

= Some others suppose，if they get more certificates，they are more likely to be better paid （in this situation）than in a different situation （=otherwise）.
