在网上看到这么一个句子，说 on 是副词，怎么理解呢，with the work 又算什么成分呢？

在 go on with the work中，on 确实为副词，因为它后面没有接宾语。（注意介词是必须要有宾语的）。至于 go on with the work 中 with the work 算什么成分，我觉得肯定是状语，可以理解为“方面状语”，即指“在某方面”进行。
