关于circumstance后所接从句的分类问题

个人认为，该空应该填that，是一个同位语从句，circumstance意为情形、情况，可答案给的是where。请教一下各位老师，这题为啥that是错的。

因为你对什么是同位语理解有误。当A与B 为同位关系时，逻辑上A=B。

例如，You forget the fact that you failed in the exam.

我们说that从句是the fact的同位语，因为 the fact is that you failed in the exam.

你的句子中，并不存在circumstances are that the average size of a tribe was only a few hundred people.这样的逻辑关系，所以，二者并不是同位关系。

where引导限制性定语从句，where=under which.
