不可以。

by cheque 表示“货币收、付的方式”。 (money) on a cheque 表示“在一张支票显示的金额”。这是两个截然不同的概念。比较：

pay him the money by cheuqe：用支票付款（意思是不用现金）。

pay him the money on a cheuqe：根据支票显示的金额付款（至于付款方式，那就是商家的事儿）
