英语语法成分和翻译的问题

Due to parallel commissariats,people and local offices do not know where to turn and have to do bessiness with the two simultaneously

请教下老师这句话中where 引导的是宾语从句吗，后面的to turn 该怎么去理解和成分是应该怎么分析，谢谢老师！

where to turn = where to go

turn 和 go 的区别，turn （to）含有求助之意。由于 where 是疑问副词（在从句中叫连接副词），to 省去。又如：

We don't know what to do or where to turn. 我们不知做什么，不是往何处去。

where to turn 是带疑问词的不定式，带疑问词的不定式是名词性疑问分句的一种简略形式，相当于一个wh-词引导的名词性从句。where to turn = where they should trun.

又如：

I don't know what to do. = I don't know what I should do.

I don't know who to believe. = I don't know who I can believe.

Tell me where to put the book. = Tell me where I should put the book.

They haven't decide when to start. = They haven't decided when they will start.
