that引导的定语从句为什么不缺成分

书上是这么翻译的：“哦，是的，医生，”帕克太太轻蔑地说，好像她的房子里出了事比什么事都麻烦。

看不懂“her trouble that there should be trouble in the house was the greater.”

1）that是引导定语从句吗？如果是的话，为什么that there should be trouble 不缺成分呢？

2）should be 如何理解“含义”呢？

that从句表示定语从句，而是前面her trouble的同位语从句。从句中的 there should be trouble的should为推测性用法，即很可能有，八成有。

例如，--Where is Tom? -- He should be at home. 他很可能/应该/八成在家呢。
