hopeful作表语，意为having hope.充满希望的。所以主语必须是人。
hopeful作定语，意为giving hope 给人带来希望的。被修饰名词可以是人也可以是物。
所以，这个句子用流行病作主语，hopeful作表语，本身就把hopeful这个词用错了。
这个句子可以改为 hopefully作状语。Hopefully，the epidemic can be kept in check...
或者用人做主语：Doctors are hopeful that the epidemic can be kept in check...

“流行病” 作主语，“很有希望” 在这里的含义是 “很有可能”， 用 be likely to do。
一看又是《中国日报》上的句子。记者不懂 hopeful 的真正意思，属于用词错误。就像这个句子： When we win this battle, I am looking forward to witnessing hustle and bustle of the city. 逻辑不通。
改为：
Therefore, the epidemic is likely to be brought under control in the first quarter ...

sb is hopeful 后面可接 (that)从句或者 of doing sth.，一般不接 to do/be/be done。
