这个句子其实是用than和twice as many呼应。咋看上去是错误的，因为twice as many本应和as呼应。但比较分句省略后的结果为as sth作宾补，再用as呼应twice as many, 比较分句就成了as as sth. 二个as 相邻是很别扭的，于是用than替代了as. 这种情况与prefer的用法类似。
我们知道prefer的用法为，prefer A to B. A和B通常为名词。但prefer也可以后接不定式作宾语，prefer to do A to to do B, 二个to相邻很别扭，因此用than取代to, 得到prefer to do A than to do B.
twice通常不修饰more, 如果是three times，结构就直接用three times more...than as sth.了。

我认为，这个句子在 than 之前漏掉了与之对应的某个“比较词”（由more 或 -er 构成），或者，把 than 改为 rather than，意思是“而不是”，以排除后者。即：

1. twice as many voters 后面省略了已知的比较项：as other people （指其他类别的人）。
2. identify themselves as independents：为 identify ... as ...“认为...是...”，as 部分作宾补。
