be subject to 的理解

比如 The article is subject to duty.

1 不太理解，be subject to在这里是什么意思? 字典查出来的意思好像都不能翻译这句话。。。 "受支配，从属于；常遭受…；有…倾向的"

2 另外想问一下，原句是不是也可以用be subejcted to？

The article is subject to duty. 这个物品要交税。（这个句子不能用...is subjected to...）

2017年1月第1版《韦氏高阶英汉双解词典》中有类似的用法：

subject to 1:affected by or possibly affected by (something) 受...影响的，可能受...影响的

这个句子不能用be subjected to.
