句尾漏掉了一个单词，应是：

Snow ploughs do not get out in the south much but in vast swath of area accustom to winter there seems action tonight.

句意：扫雪机在南部地区的使用量并不大，不过对习惯冬季风暴的大部地区来说，今晚可能会动用扫雪机。

but连接两个并列句，in vast swath of area accustom to winter是地点状语，there seems action tonight是主句。

补充：网上有录音，我仔细听了一下，accustom的确应为accustomed, 即accustomed to winter作后置定语修饰area。

只错了一个词，导致整个句子混乱。即：应把accustom改为unaccustomed
