如果你能够知道这个结构的意思，也知道这个结构没有错误，就没有必要追究这里省略了什么。语言演变过程中省略的东西，有的可以还原，有的已经不大清楚究竟省略了什么。有的语法书的还原，也可能只是作者个人的理解，未必实际情况的确如此。所以学语法也要知道什么时候应该适可而止。除非你自己有看法、有观点，那是另一回事。

就这个句子而言，expect无疑是及物动词，better 无论是good还是well的比较级，都不能作expect的宾语。所以主句本身也无疑省略了成分。省略的是什么，就看如何补全能让句子结构合理。我提出一种补全：

we could expect something which is better than that is. (that为指示代词）

如果别的老师能有更好的补全，那就太好了。

其实，没有必要补全的。直接按照原句理解就足够了。
