if at all 和 only 用法疑问

The direct conflict of opinions...could only be settled, if at all, between the President and myself.

意见的正面冲突...即使能解决，也只能在总统和我本人之间加以解决。

at all 一般和否定连用，句中if at all没有和否定词连用（only算否定词吗？如果去掉only, 还可以使用if at all 吗？），那么究竟是什么意思？如何分析语法成分呢？

（我理解only是在between前的=only between）

at all并非只用在否定句。肯定句、疑问句、条件句都可以用，表示强调。例如《韦氏高阶》

at all

— used to make a statement or question more forceful

本句中，if at all = if it could be settled at all

only并不是否定词。could only be settled between... = could be settled only between.
