一个英语句子的话题（theme）通常为已知信息，应该在句首，网上的热门新闻the hottest news在这里就是theme, 通常就是主语，然后过渡到新信息。消息的内容就是新信息，应该在句末信息中心位置。

英语中A is B结构中，is并非“等号”

The cat is a small carnivorous mammal.

对句中的B部分发出疑问，就是what is the cat?，答案A is B 成立。

若对句中的A部分发出疑问，what is a small carnivorous mammal，则A is B 或B is A都不成立，你必须重新组织新的语言来回答这个新问题。

由此可见，在不破坏A is B 结构的提问中，我们都是对主语补语提问，保留A。

以前有本书的作者说，what’s the matter中的the matter已经形容词化了，你当作形容词考虑就行了。我也赞成这样的处理。所以你这个例句不可以是

从另外一个角度，即我先前说的A is B的结构出发，假设上面的错句成立，那么也就是说回复可以是 The matter is…，但这种回复是错的，英语中不能用the matter is来回复，只能用the problem is…，这样的话，也证明了the matter无法充当A的角色。
