以上二个句子中，would都是表示推测意义，为委婉用法，为说话人自己留有余地。
例如，我觉得他明天不会来，如果我说，He will not come tomorrow. 我很自信，不留余地。如果我说，He would not come tomorrow. 我还是表达了我的预测，但我说话留有余地。
would 的这种用法属于动词的过去时表示委婉、礼貌。并不表示与事实相反。所以在传统语法中并没有划入虚拟语气的范畴。
He's no more fit to be a minister than a school boy would be.
这是 no more...than...结构，表示既不...也不的意思。would be 改为is，意思不变，只是没有了委婉的口气。
= He is not fit to be a minister, just as a school boy would not be.
