等于....than （is） a thing about Americans tipping in restaurants .我觉得他把Americans解读成，in united states.不合适，北京人可以在纽约，纽约人就不能在北京吗？

这里应该是字面上的意思

比如A向B借钱，A只考虑10万以下的数额

你可以说，He is considering nothing more than 100, 000 yuan.

这个10万，就是“封顶”。

同样地，There is nothing more complicated than XXX

这句里面的XXX也是“封顶”。

不管XXX是否为最复杂的事，但这句意下的话是，再复杂也超不过XXX这事。

即，在美国餐馆给小费，是复杂到封顶的事，再复杂也不超过这个“顶”。

至于这个“顶”到底有多大，这个句子本身似乎是没有明说的，但整句一起来

考察就可读出，这个“顶”也就无非如此而已，不算什么事。（毕竟是给小费而已）

这句除了用how to 开头不算太正规的英语之外，不管我补不补上那括号里的字，其语义与原话的确是有交集的，虽然不是全等。
