答案是B，为什么A不行？据我所知动词原型也能表达虚拟语气，如：
(1)Long live the Communist Party of China!

(2)If that be so,we shall take action at once.

if only +主谓结构，省略主句。此时if only + 主谓结构= I wish+that 从句。表示与事实相反或不大可能会实现的愿望。

所以本句等于 I wish the committee would approve the regulations and put them into effet as soon as possibe.

动词原型式虚拟语气表示未必是事实，不能用在与事实相反的虚拟语气谓语中。
