it为形式宾语，that从句为真正宾语从句。形容词advisable为宾补。形容词作宾补，宾语和宾补之间为主系表关系，即：

It is advisable that...

动词advise，及其同源名词advice、同源形容词advisable均表示建议、忠告之意，与其有关的that从句（主语从句、宾语从句、同位语从句）均需要用虚拟语气，表示非事实。谓语用动词原型或should do。
