make sense 是个习语（idiom), 意为：讲得通，有意义，言之有理等。并不是短语动词。

你误以为它是短语动词，试图分析它是及物动词还是不及物动词，你的出发点就是错的。make在此是及物动词，名词sense就是它的宾语，本身就是一个动宾结构，怎么还能再接宾语呢？

make sense的主语可以是不定式或that从句，此时多采用外置主语结构，例如：

It makes sense to buy the most up-to-date version.

It makes sense that we usually find it under the ocean or near a shore.
