这句话确实存在错误，而且不止一处。应把the common concern on 去掉，把is 去掉，才讲得通：

This modified soil （主语）embedded into the subgrade （定语）would contaminate （谓语）the surrounding water or soils（宾语） due to the leachates.（原因状语）

由于渗滤液的存在，这种嵌入路基的改良土会污染周围的水或土壤。

无论如何，would contaminate 的主语不能是concern （关注；关切）。“污染”的主语应该“嵌入路基的改良土”才对。
