less than 不要细分，整体看作“副词”，用来修饰“数量”的。

an hour = one hour。

less than an hour 实际是说less than one hour。

由此，less than 是修饰one 的，不包括名词hour。

又如：less than twenty poeple，less than 修饰twenty，不是people。less than twenty （不足二十）应看作一个意群，共同限定people。
