形容词的最高级可以用作名词。定冠词the 不仅是最高级的标志，也是名词之前的限定词。因此：
“the + 形容词最高级” 即便后面没有名词，也同样具备了名词的作用。既然具备了名词作用，那就可以作句子的主语、宾语和表语等。

不可以省略thing，但是反过来可以省略thing,即最高级作表语，动词不定式作主语。(形容词最高级不能作句子主语）
To stay calm is the most important.
=It is the most important to stay calm.
Not to admit defeat is the most important.
To earn enough money is the most important.
To reach an agreement and to avoid a trade war is the most important.
=It is the most important to reach an agreement and to avoid a trade war
