若只把图书馆看作一个地点，则用 at；若强调在图书馆里面，则用 in。如：

He was at the library with two other students. 他和另外两名学生在图书馆。

The books in the library are classified according to subject. 图书馆里的书是按照学科分类的。

但事实上，许多情况下，在没有特定上下文的情况下，两者的区别并不十分明显。
