2004年夏季的气候预报表明......

on 跟prediction有关，prediction on 对……的预测。关键问题是：这里的the summer of 2004 不是“时间状语”了。

2. This has a big impact on the winter of 2018.

这对2018年的冬天有很大的影响。

on 跟impact有关，impact on 对……有影响。
