引导表语从句的that可以省略吗

老师请看以下句子：

"The traditional rule was it's safer to stay where you are, but that's been fundamentally inverted," says one headhunter.

【我的疑问】it's safer to stay where you are 是表语从句对吗？

为什么从句前不需要加that作为引导词？

引导表语从句的 that 是可以省略的（尤其在非正式文体中）。如：

The reason was (that) he was afraid. 原因是他害怕。(《张道真英语语法》p287)

The reason was (that) you don’t trust her. 原因是你不信任她。(《张道真英语语法》p528)
