the year before last通常与什么时态连用

the year before last 的意思是“在去年的前面一年”，即“前年”，按理说，它应该与过去完成时连用，因为 last year 是过去时间，而这个过去时间的“过去”，自然就成了“过去的过去”，所以应该用过去完成时吧。但我看到一个句子却用的是一般过去时：
The hospital closed down the year before last. 医院前年关闭了。
请问：这个句子时态用得对吗？是不是应该改为过去完成时？

同意黎老师的分析。“the+时间名词+before last”属于过去时间（不是“过去的过去”），通常与一般过去时连用。如：
I saw her the Tuesday before last. 我上上个周的星期二见过她。（《柯林斯高级英语用法词典》）
I started work here the Easter before last. 我是前年复活节开始在这儿工作的。（《牛津实践语法》第2版）
We met them on a camping holiday the year before last. 前年露营度假时，我们遇到了他们。（《柯林斯高级英语用法词典》）
The year before last he won a gold medal, and the year before that he won the silver. 他前年赢得一枚金牌，大前年赢得一枚银牌。（《牛津高阶英汉双解词典》）

the week before last / the month before last / the year before last （上上周 /上上个月 / 前年）这类短语应该与一般过去时连用。例如：
The accident happened the week before last. 事故发生在上上周。（《外研社英汉多功能词典》before 词条）
