the weather in China和the weather in Brazil相比较。in China和in Brazil分别是weather的定语。为了避免重复名词，用that替代不可数名词weather，这样才能体现中国的气候和巴西的气候相比较，而不是中国的气候和在巴西比较。因此必须用as that (in Brazil).
