【答】welcome既是形容词,也是动词。判断标准如下:

1. 如果是be welcome形式,那么,welcome是形容词。

2. 如果是be welcomed形式,那么,welcome是动词。

你的句子是前者,welcome是形容词用法:You are welcome to do sth. 意思是:“你做某事是受欢迎的”,或者说“欢迎你做某事”。

关于 Perhaps it would take him forty years to put his garden in order.这个句子,退休后从事园艺也继续40年,这只是一种假想,句子用了将来时,只是说明整理好花园需要40年这个情况,未必实现,人是否活到那个时候不得而知。
