下面两句都对，第一句为非正式用法，第二句为正式用法：
It is me who is responsible.（非正式）
It is I who am responsible.（正式）
注：在非正式用法中，It is me that / who...后面的动词总是用第三人称单数形式。又如：
It is me who needs the money most.
It is me that hopes to go there.
