我与陈老师的看法稍有不同：put in place不是固定短语，in place才是固定短语（或习语），意为：“合适的；恰当的；在通常的位置；在适当的位置；就位的；已确定的；”。与in place搭配使用的动词并不是固定的。如：

The proposal is not quite in place. 那个提议并不十分适当。《简明英汉词典》

We don't think your suggestion is quite in place．我们认为你的建议不很恰当。《英语常用短语词典》

Fast-flowing streams from the hilltop were detained and rocks stayed in place.从山顶上急流而下的溪水被拦住了，石块留在原地没有被冲走。《英语惯用短语词典》

Frank put the first plank down and nailed it in place.  

弗兰克放下第一块厚木板，把它钉在合适的位置上。《柯林斯高阶英汉双解学习词典》

Each pleat was stitched in place by hand.每条褶裥都是手工缝制到位的。《柯林斯高阶英汉双解学习词典》

▲in place的反义词是out of place“在错误的位置；在不适当的位置；不合适的；不恰当的”。如：

One of the books in the case is still out of place.柜子里的书还有一本放的位置不当。《英语惯用短语词典》

It was out of place for Russsell to laugh at the old lady．拉赛尔取笑这位老太是不对的。《英语常用短语词典》
