not that 是一个习惯用法，用来表示说话人前面所说的事也没什么大不了，并没有暗示什么。(used to state something said before is not important and you are not suggesting something.) 可译为“并非……”，“并不是说……”。是说话人对前面说过的话的一个补充说明。通常前面有逗号或破折号。可理解是I am not suggesting that + 从句变化而来的惯用语。肯定不是定语从句。从功能上讲，对前面整句话作补充说明，起的是状语的作用(评注性性状语----说话人对自己句子的评论、解释）。
She hasn't written—not that she said she would. 她没写信，她也并没说过要写。
I saw him with some other woman, not that I care. 我看见他和别的女人在一起，其实我也不在乎。

(1)not that 意思为“并不是说/并不意味着”
