No matter how low you consider yourself, there is always someone looking up to you wishing they were that high.

你的句子不用 and 是对的:这里的现在分词短语 wishing they were that high 是伴随状语,修饰前面的现在分词 looking…

1. No matter how low you consider yourself, there is always someone looking up to you wishing they were that high.

2. No matter how low you consider yourself, there is always someone looking up to you and wishing they were that high.

句1,looking up to you 作定语修饰someone,而wishing they were that high 作状语,伴随looking up to 这个动作,这两个分词短语有主次之分,looking up to是主信息,wishing是次信息,具有描述性。

句2,looking up to you 和wishing they were that high 是两个并列成分,同时作定语修饰someone,这两个分词短语没有主次之分,在意义上平分秋色。

1.Wang Peng sat in his empty restaurant feeling very frustrated.

2.Wang Peng sat in his empty restaurant and felt very frustrated.
