这属于ask something of somebody 结构。

“问某人一个问题”，一般说：ask sb. a  question

也可说：ask a question of sb. 或 ask a question from sb.

我把这句话变成主动语态，你就明白了：

Englishmen and Americans （英国人和美国人）ask this question of the Chinese（中国人）. 

还有一个貌似结构：常用于表示“言语类”（指控、问询、提醒、通知、警告、说服、怀疑等）意义的动词。例如：

accuse sb. of sth. 指控某人犯了某事

remind sb. of sth. 提醒某人注意某事

inform sb. of sth. 通知某人知道某事

warn sb. of sth. 警告某人小心某事

convince sb. of sth. 说服某人相信某事

suspect sb. of sth. 怀疑某人做了某事

persuade sb. of sth 说服某人相信某事
