当句子的主语部分含有动词do的某种形式（do, does, did, have/has done 等），而且主语具有“全部、唯一”概念时（all, every, the first, the only，what 等），作表语的不定式可以省略to，例如：

All you need to do is (to) press the button.

你所要做的就是按一下按钮。

The first thing I do every morning is (to) take plenty of exercise.

每天早晨我所做的第一件事就是进行充分的体育锻炼。

What you have to do is (to) fill in in the form.

你所要做的是把表格填完。
