我增加一个only 位置不同的例句：

这三个句子都对，表达的意思也是相同的。因为：

(1) 三个句子都表示“吸烟是被允许的”，谓语动词都表达肯定意义。

(2) 三个only的位置虽然不同，但它无论修饰谓语动词，还是地点状语in the public lounge，地点状语最终还是修饰谓语动词。所以，这三个位置不会产生歧义。

(3) 三个句子中的only，所表达的信息重心并不在谓语动词上面，而是在地点状语上面。

设想一下，句2 如果没有地点状语in the public lounge，那么only 也就没有意义了。

【注意】如果是一个“主谓宾”的句子，那就不同了。放在哪个成分之前，就修饰哪个词。例如：

1. Only John saw the tiger. (=No one else saw it.)

2. John only saw the tiger. (=He didn't shoot it or do any other things.)

3. John saw only the tiger. (=He didn't see the lion or any other animals.)
