你的句子也可以改为 With whom was she dancing at the party last night?或者 Whom was she dancing with at the party last night? 但是不能改为 With who was she dancing at the party last night? 其中的was dancing是动词dance的过去进行时，在句中做谓语，dancing不是修饰语。
