不太很同意 winner 的看法。我的理解是：

▲若是表示“用于（或有作）做某事的工具”，其后通常是接for doing sth，而很少接to do sth。如：

It’s a tool for making holes in metal. 它是一种在金属上凿洞的工具。

A corkscrew is a tool for opening bottles. 螺丝刀是用来开启瓶塞的工具。

We must give the government the necessary tools for winning the war. 我们必须向政府提供打赢这场战争所需要的一切东西。

有时用于引申义。如：

A good education is a necessary tool for succeeding. 良好的教育是成功的必要手段。

Words are essential tools for formulating and communicating thoughts. 语言是表达思想和交流思想的重要工作。

▲下面的句子在tool 后接了to do sth，它并不是表示“用于（或有作）做某事的工具”：

He belives that technology is a tool to be used with imagination. 他认为技术是需要与想像力连同使用的一种工具。

下面的句子属于use a tool to do sth，其中的不定式不是定语：

They use the Internet as a tool to advance their research. 他们用因特网作为工具来促进研究工作。
