action 是否可数，要看它表示什么意思：

1. 表示“行动，动作”，不可数。如：

The quick action of the firemen saved the building from being burned down. 消防队员行动及时，该建筑物方免遭焚毁。

2. 表示“行为，举动”，可数。如：

We cannot answer for his action. 我们不能对他的行为负责。

3. 表示“作用”，可用作可数或不可数。如：
