这句话the rate of 后面接个before这个句子，不是常规接名词吗？before 这个句子是做the rate of 的所有格吗？

按常规，of 后应该接名词结构。但在非正式文体也偶尔会出现接个短句，如你提供的句子，但这种句子不能过长，作者实际上把这个短句当作了名词性短语。当然这里去掉of也是可以的。
