请问老师这是一个强调句结构现象吗【It has been those who / that have done sth】？学生没有找到关于现在完成时态的强调句语法知识的介绍，对这个句子的时态现象感到疑惑。

1. 是强调句；

2. 当然可以用；

3. 结论：法无禁止皆可行。你是在哪本书上看到说，强调句不能用现在完成时吗？估计又是“通常”/“一般”惹的祸。“不常见”不等于“没有”或“不能”，否则也就不会出现网友的例句了。
